[AO announcement] does this paper exist? Herring, 1980, Statistical theory of quasi-geostrophic, turbulence

Thanks very much to several of you for tracking down this article for 
me! I'm still a bit mystified what went wrong. I can only guess that AMS 
is having some technical problem with their online version of JAS.
